Percy was born in 1893. His birth was registered at Brim (Vic). His family moved to the area around Hopetoun (Vic) when he was a young boy where they had a farm at Hopetoun West.

Percy served in the army during the Great War. He enlisted (No. 6585) in Ararat (Vic) on 19 Apr 1916 and served as a driver with the 8th Battalion AIF. He returned to Australia from overseas service on 12 Jun 1919.

After returning from the war, Percy returned to Hopetoun and acquired his own farm at Hopetoun East, where he farmed for some years.

Percy never married, and he is believed to have been a heavy drinker after he returned from the war. He eventually lost his farm and subsequently moved away from Hopetoun to live with the family of his cousin May NUTT, in the suburb of Caulfield (Vic), in Melbourne (Vic). May was the daughter of Percy's uncle, Edward ROWNEY.

Percy died at Heidelberg (Vic) in 1952 when he was 59 years of age.
