Charles was born around 1852 in the village of Bletsoe, in Bedfordshire, England. His mother died when was just 2 years old.

In the 1861 census, Charles (aged 9) was living with his widower father and siblings at their home in the rural district of Whitwick Green, near Bletsoe, in Bedfordshire. Charles was attending school at that time.

Charles has not yet been identified in the 1871 census of the UK.

In the 1881 census there was a Charles ROWNEY (aged 35) living at Roystone, in Yorkshire. Despite the apparent age disparity this would appear to have been Charles, who should have been just 29 years old at that time. His brother William was also living nearby in Roystone. Charles gave his place of birth as Bedford. He was employed as a farm labourer at 'Bayldon Farm'. He was living with the probable owners of the 152 acre farm, two young brothers, John T. BAYLDON (aged 25) and Richard BAYLDON (aged 22). They also had a servant living with them, Elizabeth SHAW (aged 16), from Roystone. None of the members of the household were married.

In the 1891 census, Charles (aged 38) was unmarried and lodging with his brother William's family at their home at 4 Senior Lane, in Roystone. He was employed as a colliery labourer.

In the 1901 census, Charles (aged 42) appears to have again provided an incorrect age. He should probably have been about 49 years old at that time. He was still living at Roystone and working as an agricultural labourer. His place of birth was given as Bletsoe on this occasion. His brother William and his family were also still living in Roystone.

Charles died in 1903 at the age of 50. His death was registered in the Barnsley District in the West Riding of Yorkshire, which included Roystone.
